Shenzhen is a completely new city built from scratch by the Party and our people in the years of reform and opening up; it stands as a symbo] of what socialism with Chinese characteristics can accomplish.

Over the past 40 years, Shenzhen has advanced with the times with an open mind. It was the first to launch the market-oriented economic structural reform by taking over 1,000 reform measures. With solid efforts, it has answered the call to make our country prosper in the new era, and made historical strides of expanding economic reform to various fields of endeavor.

Over the past 40 years, Shenzhen has endeavored to develop socialist democracy. It respects the principal position of the people; and it has enhanced the development of socialist ethical culture and actively promoted public awareness and practice of core socialist values. Shenzhen has thus achieved the historic transition from focusing on economic development to making allround progress in economic, political, cultural and ethical, social and ecological advancement.

40年春風化雨，40年春華秋實。當年的蛇口開山炮聲猶然在耳，如今的深圳經(jīng)濟特區(qū)生機勃勃，向世界展示了我國改革開放的磅磚偉力，展示了中國特色社會主義的光明前景.。

Forty years of hard work has borne rich fruit. The resounding explosions to clear the hills in Shekuo 40 years ago still ring in our ears. Today’s Shenzhen stands as a dynamic special economic zone, and it demonstrates to the world the full energy released by China’s reform and opening up and the bright prospects of socialism with Chinese characteristics.

必須堅持發(fā)展是硬道理，堅持敢闖敢試、敢為人先，以思想破冰引領改革突圍。必須堅持全方位對外開放，不斷提高“引進來”的吸引力和“走出去”的競爭力。必須堅持創(chuàng)新是第一動力，在全球科技革命和產(chǎn)業(yè)變革中贏得主動權。

Development must remain our top priority. We must boldly try new approaches, stay ahead of the curve, think outside the box, and break new ground in reform. We must promote all-round opening up, and make China⁵s business environment more appealing to foreign companies and Chinese companies more competitive in the global market. We must pursue innovation as the primary driver of growth, and keep ourselves well-positioned in the global technological revolution and industrial transformation.

必須堅持科學立法、嚴格執(zhí)法、公正司法、全民守法，使法治成為經(jīng)濟特區(qū)發(fā)展的重要保障。

We must ensure sound law making, strict law enforcement, impartial administration of justice and compliance with law by all, so that the development of special economic zones is solidly based on the rule of law.

We should bear in mind that China has entered a new stage of development, apply the new development philosophy and give priority to promoting high- quality growth and fostering new development dynamics. We should press ahead, prevail over all difficulties and keep making new advances in reform and opening up. We should usher reform and opening up in a higher stage and make new strides in developing special economic zones.

Development should be our top priority, a skilled workforce should be our primary resources, and innovation should be our most important growth driver. Shenzhen should take the lead in upgrading quality, performance and growth drivers. Our goal is to pursue development that is of higher quality and better performance and that is more equitable, sustainable and secure.

要堅持供給側結構性改革這條主線，使生產(chǎn)、分配、流通、消費更多依托國內(nèi)市場，提升供給體系對國內(nèi)需求的適配性，以高質量供給滿足日益升級的國內(nèi)市場需求。

We should continue to carry out the supply- side structural reform as the general task so that production, distribution, circulation and consumption will be more based on the domestic market and that the supply system will better meet domestic demand. This will ensure that the growing needs of the domestic market will be met with high-quality supply.

必須以更大的政治勇氣和智慧，堅持摸著石頭過河和加強頂層設計相結合，不失時機、蹄疾步穩(wěn)深化重要領域和關鍵環(huán)節(jié)改革，更加注重改革的系統(tǒng)性、整體性、協(xié)同性，提高改革綜合效能。

We must act with greater political courage and vision and lose no time in swiftly but steadily deepening reform in key areas and crucial links, and vve should do this by taking a crossing- the-river-by-feeling-the-stones approach and making better top-level design. We should pursue such reform in a more systematic, holistic, and coordinated way and enhance the overall performance of reform.

新發(fā)展格局不是封閉的國內(nèi)循環(huán)，而是開放的國內(nèi)國際雙循環(huán)。要優(yōu)化升級生產(chǎn)、分配、流通、消費體系，深化對內(nèi)經(jīng)濟聯(lián)系、增加經(jīng)濟縱深，增強暢通國內(nèi)大循環(huán)和聯(lián)通國內(nèi)國際雙循環(huán)的功能，加快推進規(guī)則標準等制度型開放，率先建設更高水平開放型經(jīng)濟新體制。

A new development environment does not mean closed domestic circulation. Rather, it is an open one in which China pursues both domestic development and international economic engagement. We should upgrade the production, distribution, circulation and consumption systems, and deepen domestic economic integration. We should strengthen our ability to enhance unimpeded domestic development and connect domestic and international markets. We should accelerate systemic opening up that covers rules, standards and other institutions, and Shenzhen should lead the way in developing a new open economic system with higher standards.
