2012年11月29日,習近平主席在參觀《復興之路》展覽時發(fā)表講話首次提出中國夢。實現中華民族偉大復興，就是中華民族近代以來最偉大的夢想。這個夢想，凝聚了幾代中國人的夙愿，體現了中華民族和中國人民的整體利益，是每一個中華兒女的共同期盼。到2021 年中國共產黨成立一百年時全面建成小康社會，到2049年中華人民共和國成立一百年時建成富強民主文明和諧的社會主義現代化國家，實現中華民族偉大復興的夢想。

Xi Jinping first explained his vision of the Chinese Dream on November 29, 2012, when visiting the exhibition “The Path to National Renewal”. National renewal has been the greatest dream of the Chinese people since the beginning of modern times. It is a dream that spans generations, a dream that reflects our national interests, a dream embraced by every Chinese. We will strive to complete the building of a moderately prosperous society by 2021 when the CPC celebrates its one hundredth birthday, and to make China a modern socialist country that is strong, democratic, culturally advanced, and harmonious by 2049, the one hundredth anniversary of the founding of the People’s Republic. That is what our dream of national renewal is all about.

中國夢基本內涵是實現國家富強、民族振興、人民幸福。中國夢是國家的、民族的，也是每一個中國人的。中國夢歸根到底是人民的夢。實現中國夢必須走中國道路，弘揚中國精神，凝聚中國力量,中國夢是和平、發(fā)展、合作、共贏的夢，不僅造福中國人民，也同各國人民的美好夢想息息相通。實干才能夢想成真。中國夢不是鏡中花、水中月，不是空洞的口號。人民對美好生活的向往就是中國共產黨的奮斗目標。

In essence, the Chinese Dream is a commitment to bring prosperity and happiness to our country, our nation and our people. It is a dream of our country, our nation, and our people. To make our dream come true, we must follow the Chinese path to development, elevate the Chinese spirit, and boost national cohesion. The Chinese Dream is a dream of peace, development, cooperation and prosperity for all, benefiting not only the Chinese people but also the people of the rest of the world. Only by staying focused on achieving real results and making sustained and unwavering efforts can we bring our dream to fruition. The Chinese Dream is not a flower reflected in a mirror or a moon reflected in water. It is not an empty slogan. The goal of the CPC corresponds to the people’s yearning for a better life and a brighter future.

決勝全面建成小康社會

Completing the Process of Building a Moderately Prosperous Society in All Respects

改革開放之初，鄧小平首先用“小康”來詮釋中國式現代化，明確提出到20世紀末“在中國建立一個小康社會”的奮斗目標。在全黨全國各族人民共同努力下，鄧小平提出的目標在20世紀末如期實現，人民生活總體上達到小康水平。

The vision of a moderately prosperous society was raised by Deng Xiaoping in the late 1970s and early 1980s，when the roadmap for China’s economic and social development was being crafted. Thanks to the concerted efforts of the whole nation, the goal of a markedly improved life for the people had become a basic reality by the end of the 20th century.

在這個基礎上，黨的十六大提出本世紀頭20年全面建設惠及十幾億人口的更高水平的小康社會的目標；黨的十七大提出了全面建設小康社會的新要求；黨的十八大對全面建設小康社會目標進行了充實和完善，將“全面建設小康社會”調整為“全面建成小康社會"，順應了人民的新要求；黨的十九大報告指出，從現在到2020年，是全面建成小康社會決勝期。

Taking this into consideration, the CPC Central Committee called for a continued push to build a moderately prosperous society in all respects in its report to the 16th National Congress (held in 2002). New and more ambitious elements were subsequently added to this expanded concept at the Party's 17th National Congress (held in 2007). On the basis of what had been achieved since the Party's previous two major gatherings, the CPC Central Committee announced in its report to the 18th National Congress (in 2012) the goal of completing the process of building a moderately prosperous society in all respects by the year 2020. The 19th National Congress of the CPC held in October 2017 described the period between now and 2020 as “decisive” in completing the process.

全面建成小康社會的奮斗目標，是黨向人民、向歷史作出的莊嚴承諾。這個宏偉目標，是“兩個—百年”奮斗目標的第一個百年奮斗目標，是中華民族偉大復興征程上的又一座重要里程碑。

Fulfilling this goal is a solemn pledge the CPC has made to the Chinese people and the Chinese nation. It is the first of the Two Centennial Goals, and will be another milestone on China’s journey toward national rejuvenation.

全面建成小康社會，“小康”講的是發(fā)展水平，“全面”講的是發(fā)展的平衡性、協(xié)調性、可持續(xù)性。全面建成小康社會，更重要、更難做到的是“全面”。全面建成小康社會，最艱巨最繁重的任務在農村、特別是在貧困地區(qū)，最根本最緊迫的任務還是進一步解放和發(fā)展社會生產力。

While “a moderately prosperous society” sets the goal for a higher level of social-economic development, “in all respects” requires balanced, sustainable, and properly coordinated development. The latter is the harder of the two challenges. The toughest and heaviest task is to help rural areas—poor areas in particular—and the most essential and urgent task is to further unlock and develop the nation's productive forces.
