文化自信是一個國家、一個民族發(fā)展中更基本、更深沉、更持久的力量。2006年10月召開的中共十六屆六中全會提出建設(shè)社會主義核心價值體系，并指出社會主義核心價值體系包括四個方面的基本內(nèi)容：馬克思主義指導(dǎo)思想、中國特色社會主義共同理想、以愛國主義為核心的民族精神和以改革創(chuàng)新為核心的時代精神、社會主義榮辱觀。

Promoting Core Socialist Values

Cultural confidence is what sustains the development of a country or a nation in a most fundamental and profound sense. A plan to promote core socialist values was introduced by the 16th CPC Central Committee at its sixth plenary session in October 2006. Core socialist values encompass the guiding principles of Marxism, the ideals of socialism with Chinese characteristics, the national spirit of patriotism, a commitment to reform and innovation, and a socialist honor code.

堅(jiān)持人民當(dāng)家作主

在中國，國家的一切權(quán)力屬于人民。正因?yàn)槿绱耍?ldquo;堅(jiān)持人民當(dāng)家作主”成為新時代堅(jiān)持和發(fā)展中國特色社會主義基本方略之一。黨的十九大報(bào)告強(qiáng)調(diào)，堅(jiān)持黨的領(lǐng)導(dǎo)、人民當(dāng)家作主、依法治國有機(jī)統(tǒng)一是社會主義政治發(fā)展的必然要求。必須堅(jiān)持中國特色社會主義政治發(fā)展道路，堅(jiān)持和完善人民代表大會制度、中國共產(chǎn)黨領(lǐng)導(dǎo)的多黨合作和政治協(xié)商制度、民族區(qū)域自治制度、基層群眾自治制度，鞏固和發(fā)展最廣泛的愛國統(tǒng)一戰(zhàn)線，發(fā)展社會主義協(xié)商民主，健全民主制度，豐富民主形式，拓寬民主渠道，保證人民當(dāng)家作主落實(shí)到國家政治生活和社會生活之中。“堅(jiān)持人民當(dāng)家作主”彰顯了中國社會主義民主是維護(hù)人民根本利益的最廣泛、最真實(shí)、最管用的民主。發(fā)展社會主義民主政治，就是要體現(xiàn)人民意志、保障人民權(quán)益、激發(fā)人民創(chuàng)造活力，用制度體系保證人民當(dāng)家作主。

The People's Ownership Role

In China state power belongs to the people. It is therefore only natural that respect for the ownership role of the people is included as one of the basic policies for promoting socialism with Chinese characteristics for a new era. In his report to the 19th CPC National Congress, Xi Jinping emphasizes the unity of leadership by the CPC, the ownership role of the people and the rule of law as a natural outcome of socialist political development. Our resolve will not waver to continue on the path of socialist political development with Chinese characteristics, and to strengthen and improve people’s congresses at all levels, multiparty cooperation and political consultation under the leadership of the CPC, regional ethnic autonomy, and community-level self-governance. Our objectives are, among other, to strengthen and develop a broadest possible patriotic united front, improve socialist consultative democracy and our democratic institutions, diversify our forms of democracy, and establish more democratic channels of interaction between the government and the public, so as to ensure that respect for the peopled ownership role is incorporated in all aspects of political and social life. Respect for the peopled ownership role ensures the broadest reach, the most practical nature and the greatest effectiveness of China5s socialist democracy in safeguarding the fundamental interests of the people. The very purpose of developing socialist democracy is to give full expression to the will of the people, protect their rights and interests, encourage creativity and innovation, and provide an institutional framework that ensures the ownership role of the people.

堅(jiān)持全面依法治國

2014年10月召開的中共十八屆四中全會作出了“全面推進(jìn)依法治國”的部署。全面依法治國是中國特色社會主義的本質(zhì)要求和重要保障。當(dāng)前，中國面對的改革發(fā)展穩(wěn)定任務(wù)之重前所未有，矛盾風(fēng)險(xiǎn)挑戰(zhàn)之多前所未有，比以往任何時候都更加需要運(yùn)用法治思維和法治方式開展工作、解決問題，更好發(fā)揮法治的引領(lǐng)和規(guī)范作用。全面依法治國的總目標(biāo)是：建設(shè)中國特色社會主義法治體系，建設(shè)社會主義法治國家。為實(shí)現(xiàn)這一目標(biāo)，需要形成完備的法律規(guī)范體系、高效的法治實(shí)施體系、嚴(yán)密的法治監(jiān)督體系、有力的法治保障體系，以及完善的黨內(nèi)法規(guī)體系。在全面推進(jìn)依法治國進(jìn)程中，要堅(jiān)持依法治國、依法執(zhí)政、依法行政共同推進(jìn)，堅(jiān)持法治國家、法治政府、法治社會一體建設(shè)，實(shí)現(xiàn)科學(xué)立法、嚴(yán)格執(zhí)法、公正司法、全民守法。全面依法治國，必須緊緊圍繞保障和促進(jìn)社會公平正義來進(jìn)行，努力讓人民群眾在每一個司法案件中都能感受到公平正義。全面依法治國是一個系統(tǒng)工程，是國家治理領(lǐng)域一場廣泛而深刻的革命。必須把黨的領(lǐng)導(dǎo)貫徹落實(shí)到依法治國全過程和各方面，堅(jiān)定不移走中國特色社會主義法治道路。

Promoting the Rule of Law

A comprehensive agenda for promoting the rule of law was launched by the 18th CPC Central Committee at its fourth plenary session in October 2014. Promoting the rule of law is indispensable to promoting socialism with Chinese characteristics. In view of the fact that China is currently faced with unprecedented challenges in moving forward with further reform, and ensuring development and stability, a rule-of-law culture has become more important than ever before in guiding our work and our thinking in addressing these challenges. The broad goal of a comprehensive agenda for promoting the rule of law is to build a socialist legal system with Chinese characteristics as part of our efforts to build a socialist country where the rule of law is respected. To this end, it is necessary to have in place a complete set of legal norms, efficient enforcement measures, rigorous oversight mechanisms, effective legal protections, and a complete body of internal Party regulations. The comprehensive process of promoting the rule of law should focus on ensuring that our Constitution and laws are fully complied with in national governance and in the exercise of political and executive power. Coordinated efforts should be made to strengthen our legal system and legal awareness throughout the country, at all levels of the government, and in all sectors of society, so as to ensure the rationality of our legislative process, strict enforcement of and universal adherence to all laws, and impartial administration of justice. It is also essential in this regard to ensure and foster social equity and justice so that people feel that justice is done in all cases. Promoting the rule of law is a system engineering project, a revolution in China，s governance with wide-ranging ramifications. Leadership by the Party is indispensable in all aspects throughout the process of promoting the rule of law. Our determination to promote socialist rule of law with Chinese characteristics remains unshaken.

堅(jiān)持在發(fā)展中保障和改善民生

增進(jìn)民生福祉是發(fā)展的根本目的。必須多謀民生之利、多解民生之憂，在發(fā)展中補(bǔ)齊民生短板、促進(jìn)社會公平正義，在幼有所育、學(xué)有所教、勞有所得、病有所醫(yī)、老有所養(yǎng)、住有所居、弱有所扶上不斷取得新進(jìn)展，深入開展脫貧攻堅(jiān)，保證全體人民在共建共享發(fā)展中有更多獲得感，不斷促進(jìn)人的全面發(fā)展、全體人民共同富裕。建設(shè)平安中國，加強(qiáng)和創(chuàng)新社會治理，維護(hù)社會和諧穩(wěn)定，確保國家長治久安、人民安居樂業(yè)。在發(fā)展中保障和改善民生的具體要求是：抓住人民最關(guān)心最直接最現(xiàn)實(shí)的利益問題，既盡力而為，又量力而行，一件事情接著一件事情辦，一年接著一年干。堅(jiān)持人人盡責(zé)、人人享有，堅(jiān)守底線、突出重點(diǎn)、完善制度、引導(dǎo)預(yù)期，完善公共服務(wù)體系，保障群眾基本生活，不斷滿足人民日益增長的美好生活需要，不斷促進(jìn)社會公平正義，形成有效的社會治理、良好的社會秩序，使人民獲得感、幸福感、安全感更加充實(shí)、更有保障、更可持續(xù)。堅(jiān)持在發(fā)展中保障和改善民生要做好優(yōu)先發(fā)展教育事業(yè)、提高就業(yè)質(zhì)量和人民收入水平、加強(qiáng)社會保障體系建設(shè)、堅(jiān)決打臝脫貧攻堅(jiān)戰(zhàn)、實(shí)施健康中國戰(zhàn)略、打造共建共治共享的社會治理格局、有效維護(hù)國家安全等七個方面的工作。

Improving the Wellbeing of the People

Improving the wellbeing of the people is the fundamental goal of development. It should indeed be the focus of all development efforts. We must be proactive in addressing the concerns of the people and areas of weakness, and promoting social fairness and justice. Efforts must continue to expand access to childcare, education, employment, medical services, elderly care, housing, and social assistance. Our poverty alleviation campaign must be intensified, to ensure that the impact of our joint development efforts is more broadly felt as everyone contributes to and gains from these efforts. It is critical in this respect to promote human development and bring prosperity to all. We will continue to implement the Peaceful China initiative, strengthen and improve social governance in an innovative manner, and promote social harmony and stability, so as to ensure our country’s enduring peace and prosperity. To improve the wellbeing of the people through development efforts, we must focus on the most pressing, most immediate issues that concern the people. We will do everything within the limits of available resources to tackle these issues. A step-by-step approach will be pursued in this endeavor that will go on for years. Improving the wellbeing of the people concerns and benefits everyone and requires contribution from everyone. The bottom line is to meet the basic needs of the people. It is essential to identify priority areas, improve institutional arrangements, and properly managed public expectations. Public services must be improved, not only to ensure that the peopled basic needs are met, but also to satisfy their ever-growing needs for a better life. We will continue to promote social fairness and justice through effective social governance to build a well- ordered society, where individuals are able to realize their full potential, and can enjoy happiness and security. Specific measures in this regard include improving education, creating more better jobs and raising income, strengthening the social security system, eliminating poverty, implementing the Healthy China initiative, building a

participatory social governance structure that benefits all, and safeguarding national security.
